Regulatory Sandboxes and Smart Grid Innovation: Global Insights for Armenia’s Energy Transition

This research analyzes global regulatory sandbox models and assesses how Armenia can adopt similar frameworks to accelerate Smart Grid innovation and energy sector modernization.

Abstract: This research proposal examines the role of Regulatory Sandboxes as innovative policy instruments to accelerate Armenia’s transition to clean energy. Regulatory Sandboxes provide a controlled yet flexible environment for testing new technologies, business models, and market practices under temporary exemptions or tailored conditions. These mechanisms enable experimentation while mitigating systemic risks, safeguarding consumer rights, and preserving the electricity system stability.

The study considers Sandboxes as a key enabler for Smart Grid deployment, given that such systems require regulatory flexibility to support iterative learning prior to large-scale implementation. The primary objective is to assess how Sandbox-based regulatory approaches can be effectively applied in Armenia’s electricity sector to unlock innovation and improve system performance. A central component of the research is a comparative analysis of international best practices in Sandbox implementation.

By reviewing diverse country experiences, the study will identify successful models, distill lessons from varying regulatory approaches, and evaluate their applicability within Armenia’s institutional, legal, and infrastructural context. Ultimately, the research aims to provide analytical foundations and practical tools to foster regulatory innovation, enable technological adoption, and strengthen the reliability, resilience, and efficiency of Armenia’s electricity system.
